About
Emmanuel Ajanma is a seasoned technology leader with a strong record of building and managing strategic IT initiatives in both educational and nonprofit environments. As Director of Information Technology at the Vermont League of Cities and Towns (VLCT), Emmanuel oversees all IT programs, services and personnel for the statewide municipal association and its affiliated insurance and risk-management trusts. He aligns technology strategy with VLCT’s mission of supporting local governments through efficient, high-value services.
Before joining VLCT in 2024, Emmanuel served as Director of Technology for the Barre Unified Union School District (2018–2024), where he led a team of fifteen technology professionals and managed district-wide planning, infrastructure, budgeting and support for teaching and learning. His earlier experience as Technology Integration Specialist at the Central Vermont Career Center (2014–2018) gave him deep grounding in training educators, fostering digital citizenship, and deploying learning technologies.
Emmanuel holds advanced credentials in both education and technology. He earned his M.A. in Teaching with Technology from Marlboro College (now part of Emerson), and earlier degrees from the Pontifical Urban University (Rome) in divinity and philosophy. He is also a Google Certified Trainer, holds the Certified Educational Technology Leaders (CETL) credential from CoSN, and is a Certified Cybersecurity Rubric Evaluator (CCRE).
Known for his collaborative leadership style, Emmanuel thrives at the intersection of strategic oversight and hands-on technical work. Whether working with executive stakeholders, managing teams, or rolling up his sleeves on infrastructure, his goal remains the same: ensure that technology empowers the organization’s mission.
Outside the office, Emmanuel enjoys staying active through volleyball and golf, following soccer as a spectator, exploring music across genres, and embracing the joys of travel.

As the Director of Information Technology, I am responsible for the comprehensive oversight and strategic leadership of all IT programs, functions, and personnel within a state-wide municipal association and several non-profit insurance and risk management trust funds. My role is pivotal in guiding the organization to leverage information technology to fulfill its mission of enhancing and supporting local government operations through the delivery of high-value services at cost-effective rates.
In this capacity, I lead the development and implementation of forward-thinking IT strategies that align with and advance our organizational objectives. My duties encompass not only the formulation of long-term technological goals but also the execution of short-term initiatives. I am adept at resource allocation, project management, and ensuring that all systems, services, and programs are robustly supported and aligned with our mission.
A key aspect of my role is fostering superior interpersonal relationships, which are essential for effective collaboration with project stakeholders and clients. My ability to build and maintain these relationships ensures that our IT initiatives are responsive to the needs of our diverse user base and support the overall strategic direction of the organization.
In addition to my leadership and managerial responsibilities, I am actively involved in hands-on technology tasks, reflecting the unique nature of our Information Technology Department. This dual role allows me to stay connected with the technical aspects of our operations while providing strategic oversight and guidance.

Supervising a technology team of fifteen, recruiting, hiring, supporting, developing, and retaining effective and collaborative technology experts. Seeking, acquiring, and managing technology resources to support teaching and learning. Directed religious education of K~10 grades and collaborated with teachers and parents in setting result oriented goals. Provided marriage counseling, regular visit to the sick and families, managed funds for charitable and missionary works and promoted social justice in the community.
